This will probably be the best refsheet for Sumie for years to come. The character design is distinguishable and the emotions are clearly obvious to understand. It is a visually good job.

Originality should have been perfect, but since it's inspired by Pokemon, it can't be counted as fully original, since it's inspired by Eevee and a Smeargle.

Technique is marvellous. Cuteness may be intolerable at high levels for those who are faint of heart.

As for the impact... the description gave a deeper insight after that visual paintbombshell (Heh heh paintbombshell) of an Eevee... The only thing I ask myself after reading the text as follows: Is Sumie's fur so smooth that the paint will slide right off thus preventing the paint to make her messier? And besides cookies, does Sumie eat Pokemon food just like all the other normal Pokemon? Or just cookies?

Overall she's at an adorable 95% in my opinion. I enjoy watching her grow as you experimented on her design from time to time. If I could send her a hug and a cuddle I would, and I will now *hug*
